What is decentralized wind power? The decentralized access wind power project refers to the wind power project that is located near the power load center and does not transmit large amounts of power over long distances. The generated power is connected to the grid and is locally consumed. On November 17, 2011, the National Energy Administration issued the "Guidelines for the Development and Construction of Decentralized Access Wind Power Projects" (Guineng No. 2011374), which defines the decentralized access wind power project: Decentralized access to wind power projects refers to Located in the vicinity of the center of electricity load, not for the purpose of large-scale long-distance transmission of electricity, the generated electricity is connected to the grid and wind power projects are locally consumed. Decentralized access to wind power projects shall meet the following requirements: (1) The existing substations and lines of the power grid should be fully utilized. In principle, new high-voltage transmission lines and 110 kV and 66 kV substations shall not be newly constructed, and other voltage classes shall not be built as far as possible. Power transmission facilities; (2) Access to local power systems 110 kV or 66 kV step-down transformers and distribution transformers of the following grades; (3) Installed capacity of wind power installed at a grid access point is not capped The premise of influencing the safe operation of the power grid is reasonably determined, and the overall access capacity of each voltage class is considered as an overall plan, and multi-point access is encouraged; (4) The total installed capacity of a single project does not exceed 50,000 kilowatts except the demonstration project. On May 27, 2017, the National Energy Administration issued the Notice on Accelerating the Construction of Decentralized Access Wind Power Projects (Guo Nengfa Xinneng [2017] No. 3), pointing out the decentralized access wind power project development and construction. It should be promoted in accordance with the overall principle of "comprehensive planning, step-by-step implementation, local balance, and proximity consumption." The project construction should strictly meet the following technical requirements: (1) The access voltage level should be 35 kV and below. If a substation with a voltage class of 35 kV or more is connected, a low-voltage side with a voltage level of 35 kilovolts and below shall be connected; (2) Make full use of existing substations and power distribution system facilities in the power grid, with priority given to T or π. (3) The upper limit of wind power capacity accessed at a grid access point is based on the premise of not affecting the safe operation of the power grid. The total access capacity of each voltage level is considered as an overall plan, and multi-point access is encouraged. It is strictly prohibited to send power to 110 kV (66 kV) and above voltage classes.
